Abstract (It.): lo studio esamina l’ordinanza n. 30/2020 adottata dal Presidente della Regione Abruzzo per fronteggiare la prima fase dell’emergenza Covid-19. L’atto, che autorizza il trasferimento del personale sanitario sul territorio regionale per garantire migliori prestazioni ospedaliere, pone però alcune criticità sul piano delle fonti, specie in punto di legittimazione della potestà normativa regionale a entrare nel rapporto di pubblico impiego privatizzato.
Abstract (En.): the study aims to deep the ordinance n. 30/2020 adopted by the President of the Abruzzo Region to face the first phase of Covid-19 emergency. Laying down the healthcare professional transfer to the regional territory in order to improve hospital treatments, the urgent measure shows some critical issues, expecially regarding the regional regulatory legitimacy to cover the public employment relationship that has been privatized by the Italian Legislator.
