Abstract (It.): nell’articolo si ricostruisce il quadro generale delle autonomie territoriali negli ordinamenti nordici, confrontando il dato costituzionale, che configura stati unitari, con quello della legislazione ordinaria, che ha riconosciuto la centralità degli enti locali nella progettazione e gestione dei servizi pubblici. Le autonomie speciali sono analizzate a partire dalle peculiarità etniche e linguistiche che le giustificano e sono ricondotte alla tendenza centrifuga che caratterizza la storia dei paesi dell’area.
Abstract (En.): the article highlights the pattern of territorial autonomy in Nordic systems, comparing the constitutional data, which configures unitary states, with that of ordinary legislation, which recognized the centrality of local authorities in the design and management of public services. Special autonomies are analyzed starting from the ethnic and linguistic peculiarities that explain them and are traced back to the centrifugal trend that characterizes the history of the countries of that area.
