Abstract (En.): the paper analyzes the articulation of competences between Regions and the central State, analyzing, in particular, the management of the health emergency determined by the spread of Covid-19, through a comparison between the Spanish and Italian legal systems. The comparison between these systems is useful from two points of view: on the one hand, in fact, it allows us to verify how the emergency has been managed in a uniform legal order in our view in several respects and, on the other hand, it offers a reference model for differentiated regionalism, which has been looked at and continues to look at in the design of institutional reforms concerning the articulation of legislative and administrative competences between State and Regions.
