Abstract (En.): the Apulian law no. 28/2020 is an interesting study case on the contribution of the Regions to territorial economic development as well as to the discipline to credit access regulation, coordination and control. In the wake of legislation enacted in other Regions, the law regulates a complementary currency to tackle the serious liquidity crisis that characterizes the current economic conjuncture, encouraging the exchange of goods or services through debt-to-credit relationships. It thus provides an opportunity to reflect on the profiles of a regional sphere dedicated to this type of intervention, especially in view of the State’s competence in the matter of «currency» and of the concurrent one in the matter of «support for innovation for the productive sectors».
Parole chiave: moneta, moneta complementare, sostegno all’innovazione per i settori produttivi, governo dell’economia, accesso al credito.
