Abstract (En.): starting from an assessment of the Republic of Autonomies twenty years after the reform of Title V of the Constitution, the essay proposes to formulate some reflections on the critical aspects of the system of local autonomies, in the light of the current scenario given by the implementation of the National Reform Programme (PNRR) and the prospects for reform of the Local Government Act (TUEL) announced by the Government in recent months. Some final considerations are drawn on the need to start again, without prejudice to the inspiring criteria of the Delrio Law, from the Municipalities – the “real weak link in the chain” – and from the Regions, in the spirit of a real implementation of the constitutional principles of subsidiarity and loyal cooperation between all levels of government in the country.
