Abstract (It.): oggetto del presente lavoro è il rapporto tra fonti statali e fonti regionali nella gestione dell’emergenza da SARS-CoV– 2. Si analizza, in particolare, l’iter normativo della pandemia, le principali pronunce della giurisprudenza amministrativa e costituzionale, nonché i diversi orientamenti dottrinali sul tema. La ricerca è volta a indagare le matrici dei problemi nei rapporti inter-istituzionali e, anche in prospettiva comparata, eventuali possibili correttivi.
Abstract (En.): the paper analyzes the relationship between State and regional sources in the management of the SARS-COV-2 emergency. In particultar, it analyzes the legislation of the emergency, the main judgments of administrative and constitutional jurisprudence, as well as the doctrine on the subject. The purpose is to identify the problems of the relationship between State and Regions and to find solutions also taking into account the experiences of other systems.
