Abstract (En.): the constitutional mission of the Regions has always been the legislative function, but it has never really taken off. With the 2001 reform, a strong attempt was made to revive the regional legislative function, but more than two decades later, we can see how it has essentially failed. With differentiated regionalism, the Regions are formally targeting the legislative function once again: the implementation of Article 116 Const. promises a further and relatively modest expansion of regional legislative power. However, it is not the increases in legislative powers as such that one must look at, but rather the new dislocations of administrative and financial resources generated as a result of the traction of legislation. From a systemic point of view, what, prima facie, may seem a merely quantitative aspect, on closer inspection, constitutes a historic turning point for the future of the Regions themselves. These, for the first time, openly place administration and its financing ahead of legislation, thus, hinting at the beginning of a new phase for the future of the regional body, of an administrative nature.
