Abstract (It.): gli «Ongoing Belgrade – Prishtina talks», mediati da rappresentanti UE sotto la supervisione delle Nazioni Unite, avviati dall’8 marzo del 2011, sono tornati, a partire dal febbraio 2023, a costituire un punto particolarmente dolente nell’attuale agenda europea. Attraverso la engagement without recognition policy l’UE sta cercando di mediare per la formazione dell’Associazione dei comuni a maggioranza serba. Il contributo analizza la parabola di quest’ultima entità dal Piano Ahtisaari agli attuali Agreements.
Abstract (En.): the «Ongoing Prishtina – Belgrade talks» mediated by EU representatives under the supervision of the United Nations started from 8 March 2011, from February 2023 have once again become a particularly sore point on the current European agenda. Through the engagement without recognition policy, the EU is trying to mediate for the formation of the Association of municipalities with a Serbian majority. The paper analyzes the trajectory of the latter entity from the Ahtisaari Plan to the current Agreements.
