116 Cost.
Abstract (En.): the realization of differentiated regionalism has been challenging politics and doctrine itself for some years. The path begun already in the 17th legislature was not free from opacity regarding the contents of the agreements between the national government and the regions involved. Over the years, relations between the State and the regions have seen the centrality of constitutional judgment, in which, however, the regions are alone in defending the legitimacy of their regulatory choices. Parliament’s power to influence the contents of transfers to the regions must be recognised. Differentiated regionalism enhances the economic, and therefore political, strength of certain regions, but if the functions and consequent resources to be transferred to them were particularly intense in quantity, it would have a radical impact on the form of State and this would be outside the scope of application of the art. 116 Constitution.
