Abstract (En.): the essay, shifting the attention to the merit of the choices made positive in the devolution project signed by Calderoli, recently approved, focuses in particular on the claims for greater autonomy that Lombardy, Veneto and Emilia-Romagna have advanced in terms of water service pursuant to the art. 116, paragraph 3, of the Constitution, making them the subject of an agreement. Therefore, through an analysis of the regulatory and jurisprudential data relevant to the subject, it seeks to highlight how, in this context, the current regional claims for differentiation actually reveal themselves as re-proposals of more dating attempts to erode state competences, which, despite dubious formulation of the reference constitutional data, were on the contrary firmly defended by the Judge of Laws. And this is due to a series of reasons, the continuing validity of which leads to doubts about the legitimacy of the autonomist impulses of our times.
